A new formula was developed by a task force formed by the United States
and Canada. It includes representatives from three universities and the
International Society of Biometerology. The new system is considered
an improvement over the old system because it actually measures wind speed
at the level of the human face (instead of 33 feet in the air)
and because it makes better guesses as to how much heat is lost as
wind brushes across the surface of the skin.

Webster defines "wind chill factor" as an estimated measurement
of the cooling effect of air and wind, esp. when applied to the
loss of body heat from exposed skin.
